The HTML tag is used to mark the beginning of a page. This tag should be the first tag sent to the user's browser, this rule doesn't mean that the HTML tag is the first tag in the file. In some cases a lot of code is required before a single piece of html is send to the user's browser. Again, you may have ASP Code that follows the last html tag, but the /html should be the last tag sent to the browser
